Was Wondering if anyone has a favorite telnet program that works a bit better than the MS Provided utility (i am running win2k, to talk to pdpplanet TOPS10/Tops20 machines...

I don't know if it would be any better for the PDP logins but I've always enjoyed using SecureCRT from Vandyke. It's not free, but you can download a trial version from their site. The latest versions support tabs instead of opening up multiple windows. I use it daily for Unix/Linux/Network Equipment administration tasks.

I've found that PuTTY does a very nice job for me on both Windows XP Pro and Windows 98SE.

Note that this is a personal opinion, not an official endorsement.
