You weren't doing anything wrong. The accounting daemon had died as the result of a sporadic disk error (one that crops up every few months, but which does not have a cause that the disk diagnostics can pinpoint), and so running the LOGIN program caused your job to hang.
We're back up and running. I apologize for the inconvenience. We will be moving from the old disk hardware to an emulated drive (NB: only the drive, not the entire system) in 4 to 6 weeks.
